It's clear that he's saying when soldiers are in the line if danger such as in Afghanistan, Pakistan, or Syria, they don't divide themselves into groups that commonly divide American civilians, Democrats vs. Republicans, Liberals vs. Conservatives.

In the heat of battle, EVERYONE is a conservative and EVERYONE is a Republican. The battle field ain't no place for p*ssies.

 

CONservative Republicans are known to be the biggest draft dodgers, chicken hawks and slackers in the past three plus decades.
