NEW YORK -- The suspect in a violent unprovoked attack in the Bronx was released without bail Thursday.
Charges against 55-year-old Bui Van Phu were downgraded from attempted murder to assault and harassment.

Even if “something happened” inside the restaurant, there is no excuse for a city or state to arrest someone for a brutal attack that leaves the victim near death, and then simply release him back on the streets.
