A procedure or order cannot restrict the president's ability to instantaneously declassify.

The reason is simple: there may be any number of situations in which the president needs to instantly declassify in order to perform his or her duty. The President does not have to wait on a procedure to divulge classified information to advisors, the public, allies, or even enemies.

 

Can you imgaine how many more vote Obama would have gotten if he had the bonus of running against tRump?

He can classify it or declassify it, whatever he so chooses.

So my question to you is. When a president disagrees with the classification of a document. To whom does he appeal? Himself. Right?
