Lack of an indictment does NOT mean that an investigation shouldn't have taken place. When top secret docs are found where they shouldn't be, it warrants an investigation to at least identify who has the right to have such documents, how they must be stored, how they got out of the normal control of such documents, etc.

That goes for the ones Biden had, too.

Yes, someone not convicted of a crime has a presumption of innocence. That doesn't mean they are ACTUALLY innocent.
