It is common knowledge that the Israeli leaders desire an 8+:1 kill ratio to try an dissuade Palestinian terrorists from retaliating.

The fact that the IDF was ordered to shell with high explosive and phosphorous one of the most densely populated areas in the world is proof positive that their leaders are clearly either trying or do not care in the slightest how many innocent Palestinian children/civilians they kill.

The other is the official policy of an entire nation to kill innocent people using some of the most sophisticated weapons in human history.
