Politically, why force candidates to suspend campaigns to deal with senate business, when you can use procedural tricks to set up the timing to ones own desire? Things have changed since that limited opinion. Namely, in Nixon's time only one committee in the House had standing subpoena power. Today, all House committees have subpoena authority, which can largely be exercised by the chairperson alone. That's a substantial change and a notable distance from the House acting as a body.
