What about the U.S. Code the U.S. Militia Laws ? All American males between the age of 17 to 45 are members of the Militia no matter if they like it or not, it's the law. Those over 45 are still able to serve in the Militia if they choose so. None of this makes any sense. The overwhelming number of gun crimes are committed with illegal handguns. If they can get an illegal handgun they can get an illegal magazine. Allowing 17 rounds is pointless. The vast majority of crimes do not result in 17 rounds being used. Changing a magazine is NOT as difficult as you seem to think. Why allow 17 rounds for handguns, but only 7 rounds for rifles, which are used in crime much more rarely, and have a greater need for high capacity magazines? None of your restrictions are at all based on reasonable policy, they're just conjecture and fear. Prohibiting the use of firearms for self defense is fortunately blatantly unconstitutional. You can at least make your arguments on background checks and the such, but there is no grey area here.
