The AG is always supposed to be the one designated to makes the final determination and he did.

Comey, on the other hand, usurped what Loretta Lynch was supposed to have done. A big difference.

 

Trying to determine whether any members of the Trump campaign worked with the Russian's on their interference was explicitly part of his original authorization order.
