Britain used to be the head of the world and would dictate the terms of power brokering now that the US has taken that role we shall see no difference in world geopolitics.
I would hope not as that would be a war crime. Military targets are the only legitimate targets. It would be an act of terrorism no different from ISIS blowing up historic sites in Syria.
