I am not going to go point by point here. 1. You are right. I should have said, "In management, you can't manage something if it cannot be measured. That is why quality measures are so important in today's modern management system. 2. Again, I am focusing on the root cause, which may cause why some Blacks are underperforming. Try not to make this about Eugenics here 3. Again, part of the root cause can range from socioeconomic factors to medical issues and everywhere in between. But what we are looking at specifically is a traditional public school. The reason why public school is looked at is that it has the least amount of resources per child compared to private schools, such as the ones you are thinking of. 4. Your next point about prenatal and neonatal care has to do about health care. With health care, you pretty much need $$$$$$ to obtain quick diagnosis. Public hospitals who have the facilitiers are centrally located and may be difficult for some poor people to get to. The other stigma is the belief that they will owe money to the hospital and if they cannot afford to pay, they won't go until it is too late. This is about access to healthcare and something that Obama attempted to address and the Republicans doing everything they can to not make it happen. And no, I am not arguing about universal health care here. Just universal and equal access to health care Huge difference. 5. Again, they can see it by politicians when they speak, by movies, especially the older movies, the lack of black heroes being taught in school, and so forth. 6. No, kids do not have the same cultural environment. Depending on their ethnicity, religion, and socioeconomic background would depend on the cultural environment is. 7. Asians have a culture that respects education to the point that it is almost practically a religion to them. They are reinforced by their immediate and extended families. Their goal, dictated by the family patriarch or matriarch, is to be a doctor an accountant, or an engineer. If that doesn't happen, then the Asian kids are disowned by their own families because they chose to go into acting or art or even become TV. But reporters. And this is completed by "saving face" for the family, so they do what their parents tell them, even if they are adults. Not so much with European Caucasian males. Once you turn 18, you are on your own, so to speak.
