If he's driving without a license and insurance, he IS a dangerous criminal and should be deported. With 14+ million American citizens out of work, it will cost Obama MORE votes if his administration doesn't push ahead with plans to make it mandatory nationwide. How cool is that! If the Obama administration does push the “Secure Communities” program, they lose the Latino vote. If they don't, he loses the 14 million+ unemployed desperate for a job. He's a loser either way.
Many cities in California are opting out of the Secure Communties program because they don't want illegal aliens deported. That means they don't give the fingerprints to the feds. The problem with that is they then have no way of knowing if the arrestee is wanted for crimes committed in other jurisdictions. In other words they don't know who they are dealing with. All in the name of political correctness.

And I bet the likelihood of him using a stolen ss number/identity is high, which means that some unsuspecting citizen is going to be wrapped up in IRS troubles. Or this guys employer knew he was illegal and didn't care and is paying him cash. If that's the case, the employer should be arrested too. Then there's the issue of driving on US roads and not having a drivers license, which means he probably doesn't know right of way, sign meanings and other rules of the road. The laws of America are so convoluted at this point every one contradicts another. We almost need 1st testament and 2nd testament American law. 1st testament law would dictate that California could actually grant amnesty, and unless another state challenged, taking it to the supreme court, the federal government would be obligated to protect the state that passed a law different from the rest. 2nd testament American law is the federal government is higher than state and all must oblige every whim. This is particularly ironic in this case as the federal government would love for California or New Mexico to pass such a law, but they have violated 1st testament tradition to the point that if they did so they would be cutting their own throat as to things such as the war on drugs. The tangled webs we weave.
