Indeed. The aid treaty of 2007 allows Israel to convert 23% of the funding into shekels so that the IDF can utilize some of their own defense corporation's weapons. The other 77% has to be purchased from the US. From what I can dig up on the net is that it is a joint effort between the US and Rafael Advanced Defense Systems.
