Reagan is the footnote, one who undermined the Constitution with his extra-legal dealings. The U.S. simply outspent the U.S.S.R. so vastly for so long that its economy couldn't take it. Ray-gun was just there at the opportune time. Fortunately, he had Gorbachev to deal with and not Andropov or worse. A sane head prevailed. The experiment that was the Bolshevik Revolution west out of business.
At this point, I don't see a path to victory for Ukraine. It's basically over for Ukraine, and without some mad intervention by other powers' militaries there is no path to a Ukrainian victory, not even a stalemate, but we're talking about the public TV broadcasts of executions of the Ukraine's heads of government by Russia. Russia's revenge for a hard war.
Reagan has repeatedly been voted one of the best presidents in history. His Iran/Contra deals are irrelevant as he issued a presidential finding. It was under Reagan that the US outspent the USSR and they put Gorbachev into power because they couldn't go on.
The US outspent the USSR and is continuing to outspend everyone including all our allies I'm not sure outspending the USSR was something we ever had any choice over, the Military Industrial Congressional Complex keeps demanding more money and Congress keeps voting it more. There will have to be a big adjustment very soon.
