you keep saying its just a form-which proves two things your don't try to argue that doing so will actually deter criminals-you pretend that laws should be upheld if they don't harass good people too much rather than if they deter bad people effectively. and if IT IS ONLY A FORM-that means you don't support any enforcement of "its just a form" because IF YOU DO, then you BELIE your own claim that all you want is a stupid form

you have never come close to proving it will save lives. and if its just a form, why are you so agitated about passing it? do you want people who ignore the stupid form to be punished? if so then you are not being accurate when you claim all you want is the form. If you admit you want more than the form, then you again are not being accurate. In other words, you lose either way

Well I have found that one form is not enough, it is more like a target. And at 5,000 I still have a gun that will shoot through them. I would go with 10,000 forms to be sure of life saving effect.
