I'd probably call it collateral damage, since the IDF isn't targetting the civilians that are getting killed, they are targeting members of hamas, and IJ and the rest of the alphabet gangs. They are targetting the known factories and military installations (of which there arent any left standing above ground.

And the IDF does not use unaimable munitions in their operations. The fact that hamas does and fires these rockets into Israel is evidence that they couldn't give a crap where they land, even if its in Jerusalem apparently.
