    He said DOJ rule prohibit him from indicting Trump, and if Trump cannot appear in court to face an indictment and the charges it represents and try to clear his name, it would be inappropriate to list specific charges because Trump couldn't defend himself against them unless he faced them in court.
    What more could you want?

    I'm not saying that he should've listed specific charges, I'm saying that there was nothing stopping him from saying that the DOJ prevented him from making a judgement that he otherwise would've made.

    Yeah, in which he doesn't once state that DOJ rules prevented him from making a judgement that he otherwise WOULD HAVE made.
