    But that doesn't actually work.

    The 'market' will never overcome the 'Tragedy of the Commons' and adequately account for externalities such environmental damage and atmospheric pollution.
    The 'reasonable regulation' you suggest should always have the option to implement some sort of pricing mechanism ('subsidy' if you will) where appropriate to account for uncosted environmental harm.

    'Uncosted environmental harm'....another area where solar thermal steam power excells in low impact compared to nuclear or carbon steam power.

    subsidy, can be both good and bad, if we are subsidising those being taxed, it's bad, if we are subsidising those causing the most damage it is bad, it is only good, if we subsidise the more ecologically sustainable. Some will argue it should be the most economically viable that should be subsidised, but I then say .... WHY

    Taxing pollution, pure and simple, and pass the cost on to the consumer. The object is to stop the pollution, the consumer is the best to do this ... consume less ... common sense
