Yet Lenin and more so Stalin used Jewish population and he filled the NKVD with a higher % of Jewish members than what was their % in the population. Stalin used one population of minorities against the other. He deployed NJVD units mist heavily against the Balts, Ukrainians, Belarus, TheTatars, and the Chechens.
