    They would regardless of what trump does.

    Allowing anyone from anywhere to access our country and come and go unchecked and unregulated is dangerous to national security.

    5.7 Billion would have been a downpayment on his wall.

    Declaring a national emergency in order to fund his wall is extremely unpopular with the country.

    But that's Trump for you. He only cares about doing the things which are popular with the people who already adore him.

    Not national or humanitarian emergencies as we have on the border with tens of thousands trying to get in every month and we no more space to put them. He has the plenary authority to protect our borders and the authority to move money around. The OMB has already identified far more money he could move under his executive authority.
