We need to know whether he instructed this to be drafted, or whether someone else thought it up.
We need to know whether he saw it and if he did, in what circumstances. Did he refuse to sign it? Was he talked out of signing it? Did he instruct it to be redrafted without the conciliatory language at the beginning?

Good thing there is a House committee looking into these things.
