Define forged? How can something be forged that is not signed? If an email archive is submitted by the White House as you suggested, it would contain all sorts of draft documents that people sent back and forth via email.

 

Did I misunderstand your hypothetical? You stated that in your professional opinion the document was most likely handled by a career civil servant (aka a never Trumper like Pete Strzok) who may have even created it, but at the very least submitted it to the national archive as part of the official Presidential Record. Now, if this individual created it, then that would make it a fake and fraudulent document - hence it would have been forged, irrespective of whether the President signed it.

The documentation I've been able to find and have skimmed through supports my experience with document management in that it is a collaborative effort between the NA and the WH. What are the chances that with a loyalist like Pat Cipollone that a member of his staff wouldn't be livid and vocal if this document had surreptitiously been submitted, much less created without authorization and due process when a criminal case could be made against your supposed civil servant?
