What is your basis (and support) to assert congressional subpoenas have less standing from those of grand juries. My experience is that prosecutors don't actually issue subpoenas, but they get warrants.

In Trump's case Mueller and Barr agreed that any indictment of Trump should come from congressional investigation, and Trump could only be tried under impeachment and not in federal court.

Mueller's report is sad from a prosecuting standpoint. There's fundamentally no difference between what Mueller did and what the St. Louis district attorney did, except the St. Louis DA was smart enough not to release an entire report of degrading information on the police officer.

The report hurt more than helped, and that might be the most disappointing part of it.
