On one hand, it's a state full of liberals, on the other hand the state is one of the bread baskets of the nation..
Southern California has been semi Arid at best since the end of the last ice age. That means it is drought prone. That means if you are going to have a lot of people living there over a prolonged period of time you need to build a lot of water retention projects to get you through those droughts. The green weanie controlled state legislature, however, is dead set against building any such structures and so they blame global warming for this particular dry spell and limit water usage as a way to shift the blame from their own unsustainable and down right stupid policies.
