Actually, in 1976 DC's homicide rate was below the national average and falling all the way up until they enacted the ban. Almost immediately afterwards their homicide rate began to climb, and to climb dramatically. Ironically, in the year following the decision in DC v. Heller the homicide rate dropped 25%.
