People are arrested in parks and beaches every day for drug activity. There are no laws protecting junkies or meth heads in California. Our prisons are full of them.
There are cameras everywhere now days except where Seth Rich was whacked. The reason why I even brought up smoking, over the weekend I witness a cop issuing a citation to some lady who was sitting in her car on a public road that was adjacent to a park while smoking a cigarette. It seems you can't even smoke in your own car if the car is within 25 feet of a park. I guess it could be worse, just think of you were a smoker and your house was within 25 feet of a park. Some municipalities in California are passing laws that you can't even smoke in your own apartment or backyard.
How many of them find themselves inside a courtroom ? They are booked and released and the DA will not prosecute because of Prop 47. Most cops in California will not arrest someone openly using drugs knowing they will not be prosecuted. Same with shoplifting as long as it's kept below $950. Same with burglaries as long as the burglar keeps it below $950.
I think they can..... each state can put whatever reasonable restrictions on their ballot system they desire, as long as they don't conflict with the Constitution on requirements (US Citizen, 35 etc) or violate other protections (Race, Gender etc)... I am pleased no longer to be living in CA. Some used to tell me to move away if I was unhappy. So I did. CA displays full frontal of what I speak of when talking of Democratic party rulers. They do not respond to citizens, they create laws and rules and those must always be obeyed. How soon until Democrats create the Ruling society portrayed in Logan's Run?

What you think is irrelevant when a politician thinks he knows better and has the power to silence you. I notice the word "reasonable" is commonly used along with abuse of power. No reasonable person would believe this is anything other than an obvious attempt at suppressing votes for Trump. Newsom is a polished politician feeding his followers what he knows they are eager to consume. I don't think he believes this will fly.
Like it or not, the real issue is whether such a law will hold up in court and I doubt our opinions matter much in that decision. I tend to favor state's rights and I'd have to see evidence why a state isn't allowed to make such a law, to consider the law not valid.
