No, at the Federal Level taxes is how you reduce inflation pressure. When inflation is low and the Fed is having a hard time meeting it's 2% inflation target, taxes simply remove savings and make things worse.

Having said that, you are right in how money is spent matters, just remember that the government isn't limited by tax collection, it's limited by inflation.
