1. What cult? Biden doesn't have the charisma for a personality quote, nor do his speeches try to engender personal loyalty to him, like Trump did.

2. Congress wrote the bill. Biden provided input, but congress wrote it. If there's pork, it's coming from the usual place. Have you read the bill? Can you copy in, or link to, at least one pork bit as an example? You really should do your own research instead of reciting partisan rhetoric.
