No, they don't.... but if his collusion lawsuit comes out that 2 or more teams were "working together" to ensure he didn't get signed, that's a big problem for the NFL and those teams... I doubt that will be the outcome however... As we are all finding out, collusion is dang hard to prove....

Vick did some horrific things to animals, did 2 years of time and still got signed onto the Eagles in 2009. I imagine Eagles fans were livid when they found this out, yet pretty much forgot about it the next year when he took them to the playoffs, including that one game he singlehandedly destroyed the Redskins. It helps that Vick was already a multi-Pro Bowler and freakishly good beforehand. As for Kap, I can't say teams aren't signing him because he's unskilled. No less than 5 QBs with little to no real success in the league were signed, either as starters or backups to a team sometime during last season. The Bears signed Mike Glennon to a $45 million contract last year before benching him in favor of a rookie after 4 games.
