You have been given the problem in that thread, the context of the issue, and the basic solutions.

When it comes to this issue, the mental health community can tell you within a certainty of over 75 percent of who is most likely to commit a violent act. How do we solve this problem?

With young teens, we look for the warning signs and we establish a protocol. When you have people reporting young kids (as in the case of Nickolas Cruz), ALL of this information ought to ended up in one central location. If the person is in school, their records should be kept by a county school official and potential illegal activity reported to the LEOs. In any event all those records are reviewed and if three or more people report identifiable behavior (in this case this kid is a loner that watches violent videos, he is a recent orphan, makes threats on the Internet, and shoots small animals in his back yard for no legitimate reason.)

Once you have warning signs that are developed by the school records and police reports, DFACS is sent to the home to inspect and assess it. A county psychologist is sent in to do a routine mental health assessment on the child. If the record sustains the assessment and the child is shown to be a threat to the community, they should be removed, put in a facility, kept in protective custody and treated.

We have to fix DFACS before implementing that idea, of course. At present, they are worse than the problem as they actually are part of it (Americans being hung up on giving people psychotropic drugs for minor headaches and sending them back into society.) Look at my previous three or four postings on this thread and see the suggestions for the balance of this stuff.
