It is common, yes, but not required under Florida law. A Florida jury, whether the indictment comes directly from a grand jury or by the district attorney, and if this goes to trial, will either convict, aquit, or hang during the judicial process. there are diffenences between the two and an indictment by the DA protects the accused more under due process than by a grand jury.

It's not unusual if the State wants to railroad someone. Bypassing a grand jury just insures an arrest.
