    FRANKFURT, Dec 29 (Reuters) - German solar power producers raised electricity output in 2011 by 60 percent over 2010 to 18 billion kilowatt hours, grabbing more than 3 percent of total power output volumes, its lobby group Bundesverband Solarwirtschaft (BSW) said on Thursday.

    The sector already produced enough power to supply some 5.1 million households, one eighth of all households or the entire state of Thuriniga, BSW said.

    "Solar energy has become an indispensable ingredient of a successful energy strategy shift," Managing Director Carsten Koernig said in a statement.

    Power from photovoltaic (PV) installations was the fastest growing segment within all German power derived from renewable sources in 2011, energy association BDEW data shows.

    So-called green power in 2011 captured 19.9 percent of the power mix, compared with 16.4 percent in 2010, it said in preliminary data earlier this month, without giving production totals.

    I think combating dumping by the Chinese is relevant. It's a free country though. If you think 10 guys sitting around in a room discussing women's contraception is more relevant you are perfectly welcome to explore that.

    Late last year, Electrical District No. 3 (ED-3) started offering a maximum $15,000 solar rebates on professionally-installed photovoltaic solar systems. The was so much interest in the program that ED-3 looked at ways to reduce popularity. Already, the response has exceded the funds set aside for the solar rebate.

    The ED-3 solar rebate program is funded by a renewable energy tariff it charges customers - 30 cents a month for residential users and $12 a month for commercial. The fees help the company with $300,000 a year, which is used to continue funding renewable energy projects.

    Unfortunately, these projects pale in comparison to large-scale utility companies such as Arizona Power Service (APS) and Salt River Project (SRP). These companies charge its customers between $1.88 and $3.46 a month for renewable energy projects. This will provide APS with $86.7 million in tariffs in 2010.

    Despite collecting a large amount of money to fund renewable energy, APS and SRP are planning to scale down their programs. The number of solar installations in 2009 is greater than the previous 8 years combined, resulting in the funding going dry.

    One way APS will accomplish this is through reducing it's maximum rebate. If APS does not takes this action, the funds set aside for this year will run out by June.

    Still, thanks to the generous federal rebates and APS, a solar system costs $8,000 - $12,000 out of pocket (instead of $30,000 - $35,000). Imagine purchasing a solar system at $8,000 that will provide you with electricity for the rest of your life!

    In addition, any excess energy produced by your solar system will run your meter backwards, giving homeowners a rebate on their electricity.

    APS is also discussing raising fees to support these renewable energy programs. APS is discussing whether the renewable energy fees are something the residents of Phoenix would want to pay.

    This brings up one important point - the residents of Phoenix pay for the solar rebates. Why would anyone pay for other homeowners to install solar systems instead of taking advantage of this great offer? Getting a solar system 60% off in a state with as much sunshine as Arizona seems like a no-brainer.

    Fine, I'll bite. How do solar panels in Southern California contribute to the "common good"? If the person in Seattle never uses a solar panel, then what "common" benefit have they obtained from its use?

    Solar makes a heck of a lot more sense in sunny Cali than it does in Central Europe. Anyone arguing with that needs to buy a couple of plane tickets and wander around a bit. End of story.

    Then let the residents of "sunny Cali" pay for it themselves. They have plenty of revenue and ample access to financial capital.

    And when it is cloudy that day where does the electricity come from? And even on a sunny day where does the electricity come from to store through an inefficient storing and reclaiming system with inherent loses? You have to build an even larger solar plant You still have the solar plant sitting there not producing anything at night. And all the time you are operating on the solar you have a full blown fossil or nuclear plant sitting idle. Or are you just going to tell every one and every business and manufacturing plant, tough luck we'll be back when the sun comes back out.

    That's OK I think we'll just kick more Democrats to the curb this November instead. They lost 63 seats in the House and 6 in the Senate Nov 2010. We'll complete the job 9 months from now. Then we'll take a long hard look at where approx a billion taxpayers dollars the Dept of Energy handed out like PEZ candies went down the solar bankruptcy rat hole. People WILL and deserve to be going to jail.

    Errr... wow. Bluesguy, the question has been asked and you still haven't answered it. Please list for us the major utility companies that run ANY of their generation sources at 100% capacity 100% of the time. I would be fascinated to hear your answer.

    Why should someone in Seattle subsidize an energy technology that you admit cannot be used in their locale? Since State's like California will benefit disproportionately from these subsidies, can't they just pay for it themselves? They have plenty of revenue and ample access to financial capital. What's the problem?
