You could say the same thing about virtually every person a police officer encounters.

In order for a police officer to perform their duties properly (protecting and serving their community), they have to accept some degree of risk. They cannot just go around indiscriminately pulling their weapons on people and shooting people simply because they're afraid of the unknown. Any police officer that isn't willing to accept those risks should quit their job immediately, as they pose a danger to public safety and civil liberty.

It depends on the context. But given the description you've put forward, there is no way I would have tasered the woman as she presented no actual threat to anyone.

Except she wasn't insane. She was just an innocent woman minding her own business. And that is hardly surprising when you consider the fact that the overwhelming majority of people in society are not violent criminals.
