The average state budget gets about 5% or less from the feds and federal mandates from DOE cost states far more money than the feds ever furnish. Get rid of waste isn't the presidents job. He isn't the micromanager in chief what he can do is direct agency heads to adopt methods that will eliminate waste which they ought to be doing without being told. Trouble is there is no incentive in the government to do anything that might save the tax payer a dime.
