The Nixon plan was to support the South effort with logistics and air support. Congress cut off the funding for that. Even though it ended badly it was the heavy bombing of the north in places where it hurt that got the North to the negotiations table. That isn't to say that the South would not have succumbed in the long run but who knows, there is still a South Korea today and a Germany. Not all our efforts have been in vain.
