You are right on the general point you make, but to precise, the Iran-Iraq war began in 1980 and continued until 1988, with Iraq's use of chemical weapons starting around 1982-1983 and then reaching fever pitch proportions in the later stages of the war, with the US quite aware (and indirectly coordinating the use of such weapons against Iranian troops) in the latter stages of the war in particular (1986-1988 time frame). The worst atrocities committed by Saddam by the use of chemical weapons against the Kurds, on the other hand, was in Halabja, in the 1988. But in terms of numbers of people who suffered from these chemical attacks, the main victims of Saddam's use of chemical weapons were Iranian troops (as well as civilians in affected areas). Iraq's chemical weapons arsenal were destroyed by Iraq as part of the terms of the ceasefire agreement it reached with the US and the coalition against Iraq, incorporated into UN Security Council resolutions. Any remnants of Saddam's program were basically ended during the time when Iraq was under intense scrutiny regarding its WMD pro
