You don't start your preparations 9 months prior. Even nuclear outages with 30,0000 activities and thousands of resources only take a 1.5 month lead time of preparations. I could have taken my top project manager, a business analyst, a data guy, and one of my visualization experts with Oracle's Primavera, Ventyx, and a few spread sheets on the side and had a Gantt Wall Chart of the Critical Path, all the activities with logic, and resource histograms to pull this off intelligently within a few months time. What China Joe did here looks like it was done with a few yellow sticky notes and a crayon.

Trump screwed up by getting out of the TTP and going cowboy on China. Joe screwing up our Afghanistan exit is very minor by comparison,
