Stalin had tremendous flaws. Four million victims of Penal System were a Great Tragedy. Other numbers are greatly exaggerated. Stalin had tremendous virtue -- his role in saving Humankind from Nazis.
It is unethical for Society to allow over 20,000 people to use guns for suicide and over 10,000 people to use guns for homicide each year.
Many of those 20,000 lives would be saved with a program that allowed suicidal people to voluntarily let friends or family hold their guns until they get better. That is incorrect. There are no ethical problems here. Those people would be just as dead if they were killed using some other weapon.

Both suicide and homicide are generally illegal. This is not 'allowed'. It is no more 'allowed' than a rape is 'allowed' simply because it occurred.
