I suspect that, like with many young white male shooters, that he's a socially awkward kid with few friends and no girl friends (i.e., an incel) who spent too much time online as was radicalized by at least one white supremacist group with a big presence on the internet.

The shooter got his gun and extended magazines legally in Pennsylvania and secretly drove them a couple of hundred miles to Buffalo.

 

Next to NYC, Buffalo has a large minority population. He probably figured it would he much easier than driving into NYC and trying to find a place to park up in Harlem.
