Libertarian? It sort of depends on the policy area. Preventing people from harming other people is a legitimate function of government through law enforcement and the justice system. Preventing people from harming themselves is not, and it isn't really that feasible unless you implement a totalitarian police state. It can be done. Mao eliminated opium addiction in China by killing all the dealers and addicts.

What doesn't seem to work is the current approach of trying to cut off the supply by having other countries implement police states. It is incredibly stupid both in terms of reducing harm in the US and foreign policy abroad.
