If you referring to the Mueller report the assigned scope of it's investigation was very broad and included obstruction of justice

If someone is "wrong" (i.e. lying) while under oath, it is a felony. Lynch and Comey are telling different stories, one is lying.

The legal difference between an investigation and a matter are extremely important and would not be taken lightly be either person involved here. Once you label it an investigation doors open that remain firmly closed without that specific designation. Being careful not to call it an investigation means it doesn't get investigated it instead gets a cursory look.
