On part one yes one can agree without participating, but being an active willing participant without agreeing is hardly logical.
Logic: 1. Assume you are a member of a criminal gang. 2. Assume the leader has decided to commit a crime which the gang has no prior axperience with. 3. Assume that you disagree with stepping outside of the gang's area of expertise, but know that you could be killed for objecting. Conclusion: One logical thing to do would be to remain 'in league with' the rest of the gang and aid with the commission of the crime.
In your case that person is the same as a group who engages in a bank robbery and one of the group decides to kill the bank teller or security guard the entire group in judged to be co- murderers since they were in league with the robbery. In the case of protests one individual or some small group within the authorities may be in sympathy with the protests but that is hardly all.
