State level elections organizers are definitely Govt entities. It wasn't just the DNC. And really, the DNC is as close to a Govt entity as you can get without going over. They have enough info and secrets that they should have among the same levels of cyber protection in place.

This is just the first time they have had a willing (if ignorant or otherwise) or unwilling help from within the Country. Since 2013 Russia has been courting the Far Right in the US.
