In my area of the US IE south Florida the overwhelming language happen to be Spanish not English an we are talking about US citizens as well as non US citizens.

footnote given the overwhelming Spanish political and economic power in this area of the nation good luck in trying to force English as the default language at least for a few more generations.

Love the culture shock you would be in on moving to others areas of the US such as south florida or New Orleans for example.

I have traveled South Florida and dealt with the Cuban community and lived in South Louisiana for 8 years where English was taught in every school and everyone spoke English.

 

The Tax and Spend clause allows for tax and spending to cover the cost and "welfare" of the government and it's assets not the individual welfare, subsistence, of the people.

Sorry but not everyone speak English in fact I do business ordering breakfast every morning within walkin distance with people who do not speak a word of english.

Hell in 1970s on my first visit to south florida I pull over on a Sunday to ask dIrections to the U of M from a man mowing his lawn and found he did not speak english however he was kind enough to call his young son over so I could get directions.

Years later going into a flower shop I found that the sale person was not an english speaker but by way of her calling a friend I got my flower order taken care of.

Over the years it had not change greatly and you can not assume that people are english speakers to this day in south florida nor is it a big deal one way or another.

 

Return to another language no just that no one have a right to demand the population speak one language or another
an English have no more claimed to be the default language then any other language.
