Biden has been a moron for the 50 some odd years he's been squatting in one position or another in the public house. Lets be honest folks, he was never accused of being smart. I actually know someone who grew up with the guy. He said Joe is a real nice guy, but dumber than a sack of hammers.

 

the only reason Biden will win is Trump is so bad, the hope is at least Biden will surround himself with competent people - Though I would have preferred Bernie

It's times like these that I'm glad I don't live in a swing state. I don't need to be practical. I can just vote my conscience and vote for someone else entirely.

let me ask, you think if that same black man was doing that same thing to the cop, they would have just watched? the cops should have stop that cop from killing this man

and you are right, I could not of stopped that cop from killing that man, as the other 3 would of probably shot me dead for trying.. that is why cops need to police their own

 

In what situation should a cop be shooting someone who is running away?

 

Out of admitting you are not a firearm person you do ask a good question. When an officers gun is drawn, they are trained to stop the threat at all costs.
That said, many times there may be a better way to subdue a suspect without firing a fatal shot. Tasers are being used but they are not always effective. Some form of tear gas affects both the suspect and the officer and again it is only partially effective.
In certain situations, many departments uses a bean bag fired from a shotgun. Very effective but cops don't carry shotguns on their person.
We need a device that will effectively stop 99% of the suspects regardless of their clothing worn, without killing them.
Non-lethal is the key and small enough to not take up too much real estate on the officer's duty belt.
This looks to be interesting especially for suicide by cop situations.

 

I would say if they have shot at the cops and are running away, then they are fair game at that point

but when a unarmed person is running for a non-violent crime, I would say don't shoot to kill

I honestly don't know. It would be conjecture at my point. But surely, it happens. Perhaps they've shot at cops and are running away? Perhaps they are fleeing from a scene? I'm no expert, so I'm asking these questions.

Very few people can hit the legs of a perp and not accidently hit an innocent. The idea is just plain dumb.

 

If they've shot at cops, and they're running away, they're pretty much fair game to shoot(center mass) because an armed and fleeing suspect is a danger to the public, and you may just have a hostage/carjacking situation happening soon if the threat isn't stopped.

 

and miss because a moving leg isnt the easiest to hit not compared to a torso and were does that bullet go after it misses?

 

Cops are trained to shoot at the Torso not because it gives you the best chance to kill someone because its the biggest part of the human body bigger the target easier the target less chance to miss less chance of a stray bullet going who knows where possibly into some innocent bystander
