    Not necessarily. If the person had just shot and killed three people and is fleeing the officer can shoot to kill so he does not kill a 4th.

    I have a crazy idea.

    What if both the police and the citizens are not armed in the first place?

    It was never an option for the US and never will be.

    I am as happy for not living in an armed society just as you enjoy living in one.
    Cultural upbringing.

    I would say that the police should not be trained to aim for the torso but my opinion is mute. It feels like part of their duty if they are trained so.
