Because the guns are owned, and used, by criminals. It is next to impossible for a law abiding citizen to legally own a firearm, and until SCOTUS ordered IL to issue concealed carry permits, it was quite literally 100% impossible to legally carry. Once concealed carry is implemented (which is happening as we speak), we'll see violent crime, and murder, go down. Because when seconds count, the police are only minutes away.
its has always been legal to possess a shotgun/rifle in Chicago, with an Illinois Firearms ID. They must issue a permit to all qualified applicants.
A shotgun locked up at home doesn't help much when a thug comes at you with an illegally owned handgun. Like I said, now that they've been forced to issue CCW's, crime rates are going to plummet.

it is illegal just to roam the streets with said items. They don't do you much good when you are on the streets or in your car.
Why not just give a concealed carry permit to everyone (except the crims) and a blue armband to be worn at all times signifying a CC.....well you could wear the blue armband and not carry...hhhmmm.... The crims would think twice every time they saw the blue armband....is he carrying or isn't he....hhhmmm
