if the only way to lower murder rates is to loosen gun laws, how come murder rates dropped in Chicago and NYC in 2013??
Nobody is suggesting that it is the ONLY way, just that it does have a positive impact. The BEST way to lower murder rates has nothing to do with guns whatsoever, rather it would be abolishing the war on (some) drugs. That is the cause of more carnage than any other single factor.
