NATO does not need the consent if the UN Security Council. All it pledged to do was notify the UNSC in the event of an attack and military response. After that, NATO - at its own discretion - will suspend its operations after the UNSC has taken the measures necessary to restore and maintain international peace and security.

The UN and Russia aren't empowered to approve or reject anything.

The relations to Russia must be improved for sure and the first step is to accept that Russia is not “Unimportistan” on globe and demands same things on the globe which are for the US are self-evident in their own thinking and acting in the world.
Major problem was and is that this was ignored by the USA, the EU and the “West” in common on one hand, as they blamed Russia for things what particularly the USA did not otherwise before without such consequences put for it on Russia.

With Trump in head, this better relation to Russia will maybe happen … but it will cost the USA also some other things to take then … for example to accept and hold the so called Iran Deal of Obama, because if not, nothing will improve!
And the times where the USA can demand and do what they want are since the disastrous 8 years of Bush administration for ever over.

This is going to be a real sticking point to the Trump supporters. They have been stating how good that Trump wants to have closer ties with Russia but at the same time they have been stating that the Iran deal must be broken. They seem to not realise that they cannot have it both ways. They are going to have to accept that another lie was made by Trump - the Iran deal will be kept.

The USA is needing exports for their economy as all others need to have, so will be interesting how he will solve this essential need together with his general America First issue and the cancelling of whatever all Trade agreements he wants to cancel.
