first no way you could get a hack saw in between the columns to start cutting second a hack saw wont cut the concrete on the inside
third if you look at the steels edge it was cut with a cutting torch
so tell me how many people have a cutting torch laying around and the know how to use one ?

You would not need to cut through the concrete. Cut the steel and the concrete will not have any strength to withstand a sledge hammer
