One problem is that there are plenty of other dictators around who have big armies and foster a lot of hatred toward the U.S. These include Iran, Russia, North Korea, etc. So we still need conventional forces to defend ourselves against these and other emerging threats. But I agree that a muscle-bound military would probably be less effective against terrorists than special forces, well-trained police and intelligence agencies. But, hey!
